City of Prescott 2050 Affordable Housing
Study Group Vision Statement 8/25/08

The vision of the 2050 Affordable Housing Workgroup is that the City of Prescott establish and augment policies and Smart Growth principles to enable all residents, regardless of income, social status and family size, to have energy-efficient, safe, durable housing with convenient access to services, retail, medical, schools, recreation, and transportation.

Recommendations
2010: Housing needs’ assessment: rental and homeownership
2010: Regional study to determine what percentage of income is being paid for housing
2010: What are the gaps based on 30% percent of income/wages
2011: Maintain an updated database of available housing rental and ownership at all income levels - regional

2010: Educational program about the need and results of shortage of affordable housing
2010: Succinctly and persuasively state the community benefits of affordable housing to stakeholders, voters, and media
2012: City staff and policy makers
2012: Community through civic organizations and media
2012: Assist affordable housing developers and advocates in anticipating potential opposition and in organizing potential support

2012: Establish policies to promote the development of affordable housing
2012: Streamline the approval process for affordable housing
2012: Program to assist with regulatory fees
2012: Incentives for developers
2014: Reform zoning ordinances, planning codes land use approval process, adopt density bonus and inclusionary zoning programs (coordinate with Development Committee)
2016: Create more high-density areas
2015: City Match program for down payment and home repair - CDBG
2016: Create more high-density areas

2016: Require LEED standards for future developments
2016: Developer bonuses: Carbon offset bonuses, Fee assistance, zoning bonuses
2018: Stage-in LEED/energy-efficiency standards)
2020: Minimum LEED
2025: Gold LEED
2035: Platinum LEED
