Interim Report
An effective and comprehensive transportation system is the lifeblood of
any city. All travel of goods and people into, out of, and through a
city must use the city’s transportation system. A healthy, functional
transportation system can help a city thrive, while a dysfunctional
transportation system can choke a city, stifle growth, and drive
people out. A healthy transportation system for Prescott approaching
2050 will meet the following goals:
A. Pollution will be reduced and capped at 2000 levels.
B. Congestion will be kept to a reasonable level (20% of
single-occupant vehicle use will be converted to alternate modes)
C. All citizens of Prescott will be able to travel to their
destinations conveniently, efficiently & safely, regardless of mode of
travel.
D. Prescott will ensure a range of transportation options to
accommodate all citizens regardless of age, ability or income.
E. The ambience and hometown quality of Prescott will be maintained.
In order to meet these goals, a specific set of recommendations have
been developed as follows:
1. Adopt a complete streets policy which would require that all new
road construction and reconstruction accommodate all modes of
transportation.
2. Provide multi-mode pathways separate from roadways exclusively for
non-gas powered vehicular traffic, including along existing creeks
through town.
3. Improve existing bike/pedestrian facilities to provide
connectivity through and around Prescott.
4. Consider electric vehicles and unconventional vehicles in
transportation planning and design.
5. Provide a comprehensive public transportation system.
6. Consider implementing a regional railroad transportation plan for
more efficient transportation of goods and people.
7. Implement a comprehensive TDM (Travel Demand Management) program.
8. Provide incentives for keeping single passenger cars off the highways.
9. Review and revise regional transportation plan every 5 years to
reflect current needs and trends and coordinate with CYMPO.
10. Provide incentives for ride sharing to and from Phoenix.
11. Implement low cost bike rental station as a part of the public
transportation plan (users rent with a card and are charged if the
bicycle is not returned).
12. Time traffic signals through town and provide an ITS (Intelligent
Transportation System) for arterials through town.
